Reporting to the Vice President, Safety and Security, the Global Security Operations Center (GSOC)

Manager is responsible for overseeing all operational aspects of West Coast University/American Career College’s GSOC facility and staff. This role serves as the primary point of escalation for regional and global crisis events, ensuring timely and effective response to incidents impacting the organization. The GSOC Manager maintains compliance with all operational protocols, post orders, and campus requirements while fostering a culture of vigilance, accountability, and continuous improvement. In addition to daily oversight, this role drives strategic initiatives to enhance situational awareness, streamline communications, and integrate security technologies that support the University’s mission.

Responsibilities:

  • Operations Management
    • Direct the daily activities of the Global Security Operations Center (GSOC), ensuring 24/7 coverage and effective monitoring of all campuses and operations.
    • Maintain compliance with GSOC protocols, standard operating procedures, and post orders across all facilities.
    • Work collaboratively with the ACC/WCU campus community to maintain a safe and secure campus environment.
    • Vendor Management: Oversee contract employees assigned to the GSOC, and collaborate with vendor account managers to ensure their proper training and effective
    • Establish key performance indicators (KPIs) for incident response, threat monitoring, and system uptime.
    • Provide direction to contracted security vendors to ensure security standards are met.
    • Deliver regular reports and dashboards to senior leadership on security trends, operational readiness, and incident outcomes.
  • Incident & Crisis Response
    • Serve as the primary point of escalation for critical incidents, emergencies, and global/regional crisis events.
    • Lead coordination with internal stakeholders, law enforcement, and emergency services to ensure timely response and recovery.
  • Leadership & Team Development
    • Supervise, mentor, and evaluate GSOC staff, promoting professional growth and
    • operational excellence.
    • Develop training programs to ensure staff readiness in incident response, technology use, and situational awareness.
    • Leverage internal data, partner alerts, social listening tools, and open-source intelligence (OSINT) tools to monitor real-time risks affecting operations, including civil unrest, crime trends, and reputational threats.
  • Technology & Intelligence Oversight
    • Oversee the use and optimization of security technologies, including video surveillance, access control, mass notification, and intelligence platforms.
    • Ensure continuous monitoring of threat intelligence feeds and global security alerts, translating them into actionable insights.
  • Communication & Coordination
    • Provide clear, timely, and accurate communication to senior leadership and other stakeholders during incidents.
    • Build strong working relationships with regional security teams, campus leadership, and external partners.
  • Continuous Improvement & Strategy
    • Identify trends, risks, and vulnerabilities, and recommend proactive security measures.
    • Lead initiatives to enhance GSOC processes, reporting, and analytics in alignment with organizational goals.

Minimum & Preferred Qualifications:

  • Bachelor’s degree in Criminal Justice, Security Management, Emergency Management, or related field required; Master’s degree preferred.
  • Minimum of 5-7 years of progressive experience in security operations, law enforcement, emergency management, or a related field, with at least 2 years in a supervisory or managerial capacity.
  • Experience managing a Global Security Operations Center (GSOC) or similar 24/7 critical operations environment.
  • Proven ability to lead teams in high-pressure, fast-paced environments.
  • Strong understanding of crisis management, threat assessment, and incident response protocols.
  • Familiarity with security systems, including video surveillance, access control, alarm monitoring, mass notification, and intelligence platforms.
  • Exceptional communication skills, with the ability to brief executive leadership clearly and concisely.
  • Strong analytical and problem-solving skills, with the ability to identify trends, assess risks, and recommend proactive solutions.
  • High level of integrity, discretion, and professionalism when handling sensitive or confidential information.
  • Ability to work non-traditional hours, including nights, weekends, and holidays, as required in a 24/7 operational environment.
  • Willingness to travel occasionally for training, site assessments, or crisis response support.
  • Strong understanding of Real-Time Operations Centers, security technologies, and emergency response coordination.
  • Proficiency in GSOC technology platforms such as LiveSafe, SamDesk, ONTIC, Genetec, or similar incident management/intelligence tools.
  • Genetec Technician and CompTIA A+ Certification.
  • Familiarity with advanced analytics platforms, dashboards, and AI-enhanced threat
  • Prior work with higher education environments, multinational organizations, or healthcare campuses.
  • Experience liaising with fusion centers, state emergency management agencies, and federal partners.

Experience & Skills:

  • Minimum 5-7 years of progressively responsible experience in security operations, emergency management, law enforcement, military, or related field.
  • Prior leadership or supervisory experience in a 24/7 operations or GSOC environment, including team scheduling, training, and performance management.
  • Demonstrated success in managing incident response and crisis communications across multiple regions or sites.
  • Strong working knowledge of security technologies (video management systems, access control, intrusion detection, mass notification, and threat intelligence platforms).
  • Excellent verbal and written communication skills, with the ability to deliver concise briefings to executive leadership and coordinate with external partners.
  • Ability to analyze data, identify security trends, and implement proactive measures to mitigate risks.
  • Strong organizational skills with the ability to manage competing priorities under pressure.
  • High level of integrity, discretion, and judgment in handling sensitive or confidential matters.
  • Adaptability and resilience in high-stress environments, with the capacity to remain calm and decisive during critical incidents.
