Summary
Reporting to the Chief People Officer, is responsible for the strategic talent acquisition and workforce
planning initiatives for West Coast University and American Career College. He/she will manage a team
of full-time recruiters and will be responsible for implementing and optimizing selection processes
focused on meeting the growing needs of the organization. This includes management of the complete
lifecycle recruitment process for all levels of hiring, candidate sourcing and assessment, employment
branding, candidate experience, standardization of recruitment policies & procedures, and recruiting
metrics/analytics.
Essential Functions & Responsibilities
• Acts as a strong partner to business leaders to understand needs and provide consultation on
talent acquisition strategies and challenges.
• Develops effective working relationships with leaders at all levels of the organization and builds
confidence in the function.
• Provides oversight and leadership to Talent Acquisition staff ensuring proper alignment to support
organization-wide recruitment initiatives and programs.
• Lead and oversee executive recruitment processes, while also supporting the recruitment of
senior and executive positions. I=
• Initiates coaching and provides support to subordinates on staffing issues; establishes
standardized recruitment processes to be used across the team to ensure consistency in
assessment of candidates; provides development opportunities to Talent Acquisition team for
exposure to special projects and cross training.
• Ensures overall team provides a proactive approach to recruitment by building talent pipelines
through innovative outreach strategies.
• Ensures consistency of recruitment process ensuring requisitions and offers receive formal
approval, and that all elements of the process are executed in a consistent manner.
• Manages vendor relationships with employment advertising agency, and background check vendors,
assessment vendors and job boards.
• Effectively manages advertising budget to optimize results.
• Develops metrics to identify recruiting efficiencies and priorities.
• Leverages the Applicant Tracking System in conjunction with the life-cycle recruitment process
including candidate sourcing, job posting, requisition tracking and reporting.
• Ensures the timely and cost-effective fulfillment of all open requisitions with quality talent, leading to
proactive approach to updating hiring managers and key leadership regarding open positions.

• Manages the Talent Acquisition team in a way that optimizes performance, including training and
guidance to the team on strategies, best practices and actions related to initiates and priorities.
• Conducts job responsibilities in accordance with the standards set out in the Company’s Code of
Ethical Conduct, Compliance Agreement, Sexual Harassment Policy or any of its policies and
procedures, applicable federal and states laws, and applicable professional standards.
• Maintains regular and timely attendance, reports to work as scheduled and assures time worked
and/or time-off is recorded properly.
• Maintains established department policies, procedures and attends in-services and other required
meetings.
• Maintains confidentiality of all student, associate, and/or company information as required.
• Exercises care, proper use and maintenance of department equipment and supplies and identifies
unsafe conditions and makes appropriate adjustments.

Minimum and Preferred Qualifications
• Bachelor degree in Human Resources, Business Administration or other related field required.
Experience & Skills
• Minimum of ten years’ experience in full life-cycle recruiting and/or talent acquisition, to include
five years in a supervisory capacity.
• Demonstrated experience in applying leading recruiting practices and competency/behavioural
based assessment techniques and adept with using a variety of recruiting technologies to source
talent, including experience in designing and executing social media, and employment branding
strategies.
• Demonstrated experience as a change agent.
• Proven track record of success in attracting a diverse array of qualified talent.
• Demonstrated proficiency in Microsoft Office Suite, with emphasis on Excel, Word, and
PowerPoint.
• Experience leading a team of recruiters to achieve positive results.
• An expert level of knowledge in all full lifecycle recruiting components including, but not limited to,
sourcing, qualifying, networking, assessing, legal, relationship management, and due diligence.
• Knowledge and extensive past use of an applicant tracking system, preferable with experience
implementing a new system .
• Experience with building and utilizing a variety of sourcing plans and tools, including proactive
phone and internet research.
• Excellent project management, writing and verbal communication skills are required.
• Evidence of strong principles and practices of recruitment including knowledge of local, state, and
federal laws and regulations; recruitment, selection and placement; and position control
processes.
• Possess a proficient command of grammar, punctuation, spelling, and correct usage of the English
language.
• Ability to negotiate.
• Excellent written and verbal skills for internal and external communications needs.
• Demonstrated ability to build strong relationships and work across complex organizations in an
