Summary:

  • The Community Standards Manager is responsible for serving as the Chief Deputy Title IX Coordinator and overseeing the student conduct policy and procedures for all West Coast University and American Career College campuses.
  • This position will work closely with the VP of Compliance & Risk Management, who serves as the Title IX Coordinator, managing the daily activities and administrative functions of the Title IX process.


Responsibilities:

  • Serve as Title IX Lead Deputy Coordinator for both ACC and WCU.
    • Coordinating the College's response to Title IX sex-based discrimination complaints involving students, including overseeing investigations, and identifying remedies and coordinating prevention/educational activities.
    • Oversee compliance with training requirements for Title IX personnel and other employees; Ensure employees involved in Title IX matters comply with appropriate training requirements.
    • Maintain records of complaints and maintain repository for institutional record-keeping and reporting through Maxient.
    • Implement training programs to educate students and employees on Title IX and how to prevent discrimination and harassment.
    • Oversee and coordinate work of the Title IX Deputy Coordinators and other Title IX Personnel.
    • Support campus personnel in providing reasonable accommodation under Title IX for pregnancy and related conditions.
    • Respond to complaints received via online system and other reporting options.
    • Manage the intake and investigation process for complaints.
    • Annual review of effectiveness of Title IX policy and grievance procedures.
    • Coordinate required VAWA notices and Clery reporting in Annual Security Reports.
    • Stay abreast of regulations and statutes relating to civil rights laws and gender-based violence including, but not limited to, Title IX and VAWA.
    • Report Title IX complaints to VP of Compliance.
  • Serve as Conduct Coordinator for all WCU and ACC campuses.
    • Oversee the administration of student conduct policy and procedure, providing support and guidance to campus personnel and assisting with the process of adjudicating alleged violations.
    • Conduct timely and comprehensive reviews of student conduct policies and procedures, consulting with faculty, staff and administrators as needed.
    • Administer student disciplinary process training to promote prevention and early intervention, working towards faculty and staff involvement and student advocacy and personal development.
    • Coordinate reporting and resolution of conduct matters to Associate General Counsel.
    • Implement training and education for conduct policy and processes for associates.
    • Implement and maintain record keeping standards for campus conduct incidents.
    • Provide support to Student Affairs and other associates to promote the understanding of and consistent application of the conduct process and compliant communication.
    • Coordinate conduct measures with Safety and Security measures, as needed.
  • Serve as liaison to Safety and Security Team.
    • Coordinate efforts to comply with Clery reporting and VAWA reporting and compliance.
    • Assist with review of annual ASR report.
    • Meet with Safety and Security team to review incidents and processes.
  • Occasional travel to campus locations and meetings, as needed or assigned.
  • Performs other duties as assigned.
  • This position will work in our administrative office in Irvine on a daily basis.


Qualifications:

  • Required:  Bachelor's degree in higher education administration, student affairs/student development, counseling, psychology, human resources, student affairs, public policy, government, legal studies, or a related field and significant related experience over the last five (5) years.
  • Preferred: Master’s degree in higher education administration, student affairs/student development, counseling, psychology, human resources, student affairs, public policy, government, legal studies, or a related field and significant related experience over the last five (5) years.
  • Minimum of five (5) years of experience in higher education with a focus on Title IX, Student Conduct and Student Affairs.
  • Minimum of three (3) years’ experience conducting investigations under the Title IX regulations, including misconduct, unlawful discrimination, sexual harassment, retaliation complaints, and grievance resolutions.
  • Served as the Title IX Deputy Coordinator, Coordinator, Administrator or comparable position for a minimum of two (2) years.
  • Significant experience in Title IX and civil rights compliance, complaint resolution, investigation, alternative resolution efforts, or grievance processes in a college or university setting.
  • Significant knowledge of current anti-discrimination and harassment laws pertaining to the Department of Civil Rights and state and federal laws, including ADA, Title VII, and Title IX.
  • Ability to manage multiple, on-going, and complex caseload of Title IX related incidents and complaints.
  • Excellent attention to detail, strong problem-solving skills, with a demonstrated ability to handle confidential, sensitive information with diplomacy and discretion and maintain strict confidentiality with respect for the privacy of students, faculty, and staff.
  • Communicate effectively, both orally and in writing with diverse constituencies and exhibit interpersonal skills including tact, patience, and diplomacy.
  • Exhibit and promote a commitment and sensitivity to, and respect for the diverse academic, socio-economic, ethnic, gender, cultural, disability, religious background and sexual orientation of college students, faculty, and staff.
  • Knowledge of and experience with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, including drafting or reviewing Annual Security Notice.
  • Experience creating and/or providing community standards training and related materials to campus personnel.
  • Completion of Title IX Coordinator, sexual violence prevention and/or response training with a nationally recognized organization in the last 12 months preferred.
